FACULTY TRAVEL FUND POLICY [effective 7/1/99]
[N.B. Revisions were made in Spring 1999 affecting professional travel re-imbursement. The new policy is intended to allow faculty greater flexibility in planning conference travel and to permit travel to conferences for assistant professors not participating in a conference. Please read through this document carefully.]
1. Barnard College funds for travel are available only for officers of instruction who are Barnard employees.
2. A letter of invitation of a printed program, and a completed "Application for Travel to a Conference" form signed by the Chair, must be submitted to the Office of the Provost. Requests for funding of faculty travel and precede the professional meeting in which the officer of instruction is a participant. Under ordinary circumstances, after-the-fact applications will not be considered.
3. In general, an officer of instruction may only receive support for travel to professional meetings in which the individual is a participant. For Assistant Professors the requirement for participation in the program will be waived if the Chair and the Provost agree that attendance at the meeting will enhance the faculty member's career in a meaningful way, e.g., attendance at the discipline's national meeting or at a prestigious invited workshop. For other full-time faculty, support for attendance at board meetings of journals, or officers' meetings of academic associations is considered on a case by case basis at the Provost's discretion.
4. Regular full-time officers of instruction have priority consideration for travel funds. Therefore only applications from full-time officers of instruction will be considered through March. After that time, part-time officers of instruction may be given consideration for the remainder of the fiscal year, as long as funds last. Emeriti applications are considered on a case by case basis.
5. The limit on support for travel to conferences is $1,400 per faculty member over a two-year period. [For new assistant professors, see #6 below.] Increases in expense caps: domestic airfare to $600 per trip; ground travel to $100 per trip (receipts needed for train, taxi over $10); and room rate to $100 per night.
6. Beginning in 1999-2000, all new full-time tenure-eligible assistant professors are eligible for a travel award of up to $3,000 to be used during clock years 1 through 3, to allow travel to professional meetings and conferences. In 1999-2000, tenure-eligible assistant professors in clock year 2 are eligible for a travel award of up to $2000 in clock years 2 and 3; assistant professors in clock year 3 are eligible for up to $1,000 in clock year 3.
7. As a rule, travel will be paid only to the limit of Apex fare, but faculty members are encouraged to locate cheaper fares to extend travel funds available for their use.
8. Officers of instruction who participate in conferences outside the continental U.S. may apply for an international supplement of up to $700 over a two-year period when the normal allowance for airfare is insufficient. Assistant professors in clock years 1 through 3 are eligible for the regular international travel supplement over and above the awards listed in 6 above.
9. Travel advances are available only to cover the cost of airline tickets. A receipt for the ticket must presented within 5 working days of its purchase with the Travel Expense Report form. Other expenses will be re-imbursed when original receipts are submitted, within 30 days of the trip. Receipts submitted after 30 days may not be reimbursed.

POLICY FOR BARNARD COLLEGE RESEARCH GRANTS [Effective 7/1/99]
PURPOSES
1. The Faculty Grants Committee currently considers proposals to support Barnard officers of instruction and administrators engaged in research and writing. Proposals are funded for research, writing and publication, including:
pilot projects that will eventually result in major sponsored research grant proposals;
small scholarly projects that would not qualify for external grants either because of their size or subject matter;
Special Assistant Professor Leaves for writing and research; applicants for which must be demonstrable excellent undergraduate teachers in addition to showing promise of development as scholars of university stature, as confirmed by the department's third year review of the applicant.
Any of the above may include funding costs incurred in research and publication (for travel, supplies, copying, typing, purchase or rental of equipment, computer time, page costs, publication subventions, etc.).
2. A portion of the Research Fund may be allocated to support creative (as distinct from scholarly) academic projects.
3. Grant Funds are not available to cover dissertation expenses (including both research and preparation of manuscript).
4. Some funds are available for the exploration or development of new ideas: "to members of the Faculty or Administration for academic or administrative research or for the exploration or development of a totally new approach or new idea in any useful field on campus or off in the broadest possible limits or for any activity except matters of health of the applicant or the College.
ELIGIBILITY
1. Barnard College funds for research are available only to officers of instruction and administrators who are Barnard employees.
2. Regular Barnard Research Grants do not permit funded released time from teaching for the purpose of writing and research. Reduced teaching load benefits are available for new assistant professors beginning in 1999-2000, and for faculty on approved Special Assistant Professor Leaves (See #3 below).
3. A SPECIAL ASSISTANT PROFESSOR LEAVE (SAPL) is one semester paid leave, awarded to tenure-track or tenure-eligible Assistant Professors who will have completed a third year of counted service at the time of the leave. (Faculty also have the option of taking SAPL as a full year at half pay). Assistant Professors who will be serving in the last year of appointment, or on other term appointments which preclude tenure consideration, are not eligible for these leaves. Upon completing a SAPL, Assistant Professors are expected to return to the College for at least as long as the term of their leaves.
4. Research support to Barnard officers of instruction is limited to $9,000 over a 7-year period, in increments of no more than $2,500 in a given year.
5. Effective in 1999-2000, research support of $2,500 is available to new fulltime, tenure-eligible, assistant professors to be used in clock years 1 through 3; $1,700 to those in clock year 2, to be used in clock years 2 and 3; and $850 to those in clock year 3 to be used in clock year 3. These funds, as well as a Special Assistant Professor Leave and grants for travel to conferences, are excluded from the $9,000/7-year limit.
6. If during a leave with or without pay from Barnard, an officer of instruction accepts a full-time salaried position at another institution, that person may not receive research, mini-grant, or other funds administered by the Faculty Grants Committee.
7. Continuing part-time officers of instruction, whose applications are supported by their Chair, are eligible to receive the same awards as full-time officers of instruction. However, priority will be given to full time officers' requests if resources are limited. Therefore, only applications from full-time officers of instruction will be considered through march. After that time, part-time officers of instruction will be considered for the remainder of the fiscal year, as long as funds last.
OTHER REGULATIONS
1. If a proposal involves human subjects, the principal investigator must submit the proposal to the Barnard Institutional Review board before the Grants Committee can consider it. Also, approval must be obtained from Institutional Animal Care and Use Committee (IACUC) for the use of certain animals at least a month before the research begins.
2. For research requests of $2,000 or more, the committee requires that applicants consult with the Grants Officer (115 Milbank) to determine if their projects are eligible for support from outside agencies. Evidence of such a consultation is a signed Intent to File form included with the application. If a project is eligible for external support, the faculty member is welcome to apply to the appropriate external agencies as well. Should the faculty member receive external funds for a project supported by the College, or under consideration by the College, the Committee should be notified promptly.
3. A member of the Faculty Grants Committee in the same academic departments as a faculty grants applicant must be excused from the discussion of, as well as the vote on, that application.
APPLICATION PROCEDURES
Faculty Research Grant Proposals should include the following:
Faculty Grant Application Cover Page with Chair's signature (sample appended);
Budget Page (sample appended);
Curriculum Vitae;
Certification of Intent form for grants of $2,000 or more (sample appended); and Human Subjects Projections or IACUC Approval (see #3 under Other Regulations), where applicable.
Forms may be obtained in the Provost's Office (110 Milbank). Applicants are responsible for submitting items 1-4. Item 5 should be submitted directly to the Committee by the appropriate parties. The Committee will not consider incomplete applications.
GRANTS PERIODS AND DEADLINES
1. Travel Grant requests for travel to conferences are processed throughout the academic year by the administrator of the Committee (110 Milbank). Use separate Application for a Barnard College Travel Grant form.
2. All Research grant proposals (excluding Special Assistant Professor Leaves, which are due in February) are considered early in the autumn and spring terms. See Newsletter for due dates.
3. A recipient is expected to spend the funds within two years. After two years, a new grant application must be submitted.
